Quantity Surveyor – Pre-Contract

Job Summary

The Quantity Surveyor (QS) assigned to Pre-Contract works mainly handles Bills of Quantities, cost planning, tendering, and contract preparation before construction starts. The QS usually leads the pre-contract tasks but still reports to the Senior QS.

Duties & Responsibilities

  • Prepare accurate Bills of Quantities (BOQ) from drawings, perform quantity take-offs, and review junior work.

  • Develop cost estimates, budgets, and cost plans while providing financial advice and forecasts.

  • Assist in preparing complete and coordinated tender documents, including BOQs and pricing schedules.

  • Obtain quotations, analyze subcontractor bids, and support selection decisions.

  • Identify value engineering opportunities and suggest cost-effective alternatives.

  • Assist in preparing contract documents and clearly defining project scope.

  • Identify cost risks, monitor market rates, and prepare risk analysis reports.

  • Coordinate with design and project teams to ensure accuracy in quantities and costs.

  • Supervise Assistant QS and Junior QS, assign tasks, and review their work.

  • Submit BOQs, cost estimates, and tender reports with regular progress updates.

  • Maintain documentation and use software such as CostX, PlanSwift, Revit, and AutoCAD.

Qualifications & Experience

  • Bachelor’s Degree in Quantity Surveying, Construction Management, Civil Engineering, or a related field.

  • More than 5 years of experience in Quantity Surveying or Cost Consultancy (preferably in pre-contract works).

  • Professional memberships are preferred, such as RICS, AIQS, IQSSL, or other recognized QS bodies.

  • Additional certifications in construction cost management or contract administration are an advantage.

  • Strong measurement skills from architectural, structural, and infrastructure drawings.

  • Knowledge of FIDIC contract conditions.

  • Familiarity with Middle East market rates and construction practices.

  • Advanced proficiency in Microsoft Excel.

  • Experience with quantity surveying software such as CostX, PlanSwift, Revit, and AutoCAD.

  • Strong communication, coordination, and teamwork skills.
